Storms not spawning, or activating, or storming...

Day 5 in burnt forest, storms set to 500%. No storms. No weather of any kind: no rain, fog etc. Dedicated Server running on Windows, new random gen world on 2.0. Anyone else having this issue? Do you have to be at a certain game stage? Have to spin around 3 times?
 
Migrated Dedicated Server over to Linux Mint; I have rain in the burnt forest! Hiding in a strip club hoping for a storm.

Sorry honey, it started raining, I had to hide in the strip club ... I don't think she'll buy it for a second ;)
