AI issue with ladder climbing

Found in SP map started from level editor. Confirmed on random dedicated MP server.
Zombies infinitely try to climb blocked ladder (placing block right above or skipping one to have a window for melee killing both work).
 
Reproduction Steps
1. Place or find any ladder (zombies need to be able to climb it, but even 1 block of ladder will do).
2. Block ability of zombies to exit ladder via climbing to the top of it, either by placing some solid block right above the ladder block or 1 block higher (leaving useful window for melees/explosives)

This is kind of in that area of "Should AI be super smart and be able to overcome your tricky pathing puzzles?" but I have noticed the same.

That was not a thing in any version prior to 2.0 and it already was a strong strategy. Now it's just game breaking which is no fun.
