I think it does not because there's no such thing as an unfully drawn crossbow. I like bows, enjoy them more than crossbows, but I can't put a scope on them.
Quickly browsing thru xml:s, doesn't look like it. Arrows have a whole section to check for the full draw and then apply effects; bolts do not. Nor do bolts seem to refer to the AgiMastery in other ways...
