It's kinda strange how poi blocks will snap to the natural poi but player placed blocks add this kinda mote too it

It would make based look so much nicer

The "snapping" is because the POI designers set the density so it does that. This has positives and negatives. The positive is that it looks nice outside. The negative is that the terrain goes inside as well in order for that to happen and POI designers have to adjust the builds to make it so you don't see that. And there are vanilla POI where you can see it.

I agree that it would be nice to have the ability to set density with a tool in the game itself even with the negatives.

For now, if it bothers me, I just place a sheet block around the edge, laying flat on the ground, and then paint it so it looks decent. Or I'll place hedges around the edges.

This is just a quibble. I completely support the notion that it would be cool to be able to fix this in game.

In the Prefab Editor, they don't "snap" to anything. You have to specifically set it that way which takes some effort. As @Riamus mentioned, it comes with some side effects, including having terrain bleed through walls and stick out. You can see this when a basement is partially above ground. In the corners of the basement you will see terrain sticking through the wall unless you use some other block in the corners to hide them.
