Yeah and different levels of bleed severity are needed. Who bleeds to death in only 5 seconds? That must be some artery that was cut! And then you are often stunned too, so you can barely even get away. Unless a dog has toppled you over, or is bite locked onto you, this shouldn't be the case...

I have tried maxing out only str or only perception, it worked out actually surprisingly well. I felt that I ended up being stronger then if I had put points into int. The big downer is having no vehicles, but if you settle next to a town it's manageable. I think even going hard into stealth...
