Hmm, if the mechanic is actually that you get to literal zero sta regen, I'd say that's a rather annoying mechanic. It's likely tied to only water though, so any puddle or a pool will fix the issue - with a new problem of dysentery. So I dunno, that would be the only reason I can imagine to end...

I haven't tried that one in ages, but some of that sounds easy enough to test.. just have people check their stats at appropriate times. The 10 sec timer sounds like a refresh thing. Having it out of sync doesn't seem like it would cause big issues, so there's no point in keeping it entirely...

"Rest of the run" means exactly that, unless you mean it resets on respawn. With current game mechanics, you can kill them one-shot on a stone arrow on D1. With luck. No more bags. Knowing the mechanic, you can avoid doing that. 100% bags for anyone who wants. It's not a level playing field...

I think the flavor text refers to the random digging area; it shouldn't outright fail by design. It does, but that's a bug afaik.
