So what is everyone's thought or prediction on when 17 will be released as the update?

It has been a while since I played this game. So let me see if I understand this correctly... If say I want to use a 2 story POI house in the plains as a base all I have to do is frequent there often and lay a sleeping bag and sleepers will not spawn there? What about upstairs vs downstairs...
