I just came from there - same problem, got as high as the stairs would take me,  opened the trapdoor in the lift, dropped down, found ground-floor people and after clearing outside and the pool found myself at the door I started at :( I only found the rope by smashing my way to the loot room...

It's not just you, this is absolutely ridiculous. I had to google and found this. I tried that hole but it wasn't big enough to go through and after 800 hours in this game I knew that we don't have to smash things to progress. Apparently we do now?   As for the roof... why? Why the ladder? Why...

One thing I only just realised is zombies walking off the street into a POI can turn into an deluge. I (now) carry concrete blocks with a nice lattice grate I can shoot through and block off any open doors on the way in. HUGE difference sometimes. The two worst by miles were a high-rise...
