I was able to get it to run again by calling the server directly (`./startserver.sh -configfile=serverconfig.xml`), I had it running via the systemctl setup based on another ARM Valheim guide. Systemctl call was apparently causing the Steam API problem, not sure how but idk Linux. The server...
