Anyone else missing the trader in the snow biome??  We have searched for days and not found him.  Also do not get "open trade route" that goes to snow biome.

How many Tier missions do you need to complete go proceed to next Tier Missions?  I was pretty sure before after you opened a new trade route it would progress.  Has something changed?
