I'm at "That High of A level" that 60% of my sleeper spawns are radiated. But I'm still stuck at trader quest level 5. How do I raise my trader level to the sixth tier. Also, what action or conditions affects your quest tier level? I've done 20 various tier 5 quest but my level still stays at 5...
