Is there a way to check clothing/armor slots for specific clothing? For instance, how can check if boots or a cowboy hat are being worn?

I had thought it would be easy to find a modlet that randomizes the walking animations for each zombie but, all I am able to fins is Sphereii's Transmorgrifier.
Anyone know how to pull this off with just xml? Or perhaps know of a modlet that does this?
If I have a modlet that requires changing some of the existing localization text, how do I go about it?
I've tried adding a localiazation.txt within my mod's config folder with the changes.
For instance, the following line is in the vanilla localization file...

I have taken a look at this page: XPath Explained and am not really understanding why I would use one over the other.

My only request for Alpha 18 or beyond... in-game voice chat needs to be tied into zombie awareness!
The zombies should be able to hear you talking to your comrades via the in-game voice chat... the louder you talk the more the zombies will be able to zero in on you!
Perhaps someone with the high powers of xpath modding (which is probably everyone!) can tell me what I am doing wrong.
