You also need to take into account how many people moved from PC back to console and how many new console players don't show in the graph. Not to mention those playing overhauls or simply have a private steam profile.

I always assumed the combine would be used to max out a weapon's stats within its own tier, never crossed my mind you could jump up a tier. But after what roland said, I guess it makes sort of sense.

This is exactly what I assumed they ment. Too focused on their thing to notice the outside blabbering. Which they have already proven they are not.
