It's a setting though I do wish the debuff popup said this because I think new players aren't going to think it's a setting and then complain or feel compelled to only do 3 quests (even though you still get money and exp for doing more)

There's just no good reason this setting should be this punishing by default, no coop team will be happy having to do scaling increases of quests just to get a bike to finally start moving much less the higher tier clears. You're only actively encouraging players to not actually play together...

It feels like in Alpha 21 the magazine system forces players to split up and do their own POI's so they can find their own build specfic loot otherwise only the 1 player opening the main stash and most containers is reasonably going to improve.
