For my initial  melee, I upgrade anytime my skill allows up until tier 5. of the low tech. Then I tend to use it and wait until I have tier 5 unlocked of the next tech for that weapon class, then craft it. I don't bother crafting tier 6 until the final tech for that weapon, unless I'm sitting...
