You've either encountered a bug that weirdly specifically coincides with what the patch notes say but didn't mean or you're lying. Clearly the patch notes have a typo and it should say "Intellect reduces crafting TIME by up to 65%" or "Intellect INCREASES crafting speed by up to 65%" but someone...
