I just tried to repro this and got the same thing. (capped at 30 zombies during bloodmoon). New game with bm set to 64,  giveselfxp to level 200 gamestage 127 settime to bloodmoon. Spawns stop at 30.  

Configure them to be in two separate folders. ie: C:\UDF-1 & D:\UDF-2. (the folder path/names don't matter, as long as they are separated)

Try turning off XMP, or lowering your ram speed in your bios. Start by setting to an officially supprted speed for your cpu. If you still have issues go one step lower.

That world might be corrupted. Anyway, add exclusions for the game and save folders in Windows Security. (or whatever security software you are using). Looks like this, but with your folder paths of course:
