PC Loot bags

Last horde I moved to waistband from the forest, went from loot stage 80 ish to 240 ish. I thought the loot bags would be so much better from zeds but instead felt lamer, more brass less bullets no good mod books. 

Also why do game stages go down if one person has a 150 and a 98 joins them it drops to 120? Should it pull the other up not take everyone down?

 
How can you tell your lootstage?   Also whats the definition of a loot stage?   Lastly you are on console right, just double checking.  

 
Yes on xbox. Under character page with cloths, click book icon and on bottom lists loot stage which should determin quality of loot. This also show temp, food water health stats. 

Game stage determines enemy's how many and how hard I hear you can go up to game stage 1296

Loot stage should give better stuff the higher gets...
