A19 b180 - Thin metal railing can't be painted in all orientations

The thin metal railing (straight) cannot be painted when oriented to the North or West faces.

It works if they are oriented to the South or East.

The thin metal railing corner can be painted in any orientation.   (I did not test the diagonal railing.)

ive noticed this to, very annoying when trying to make them look uniform, i believe this was around before A19 as well.
