Hi, i cant add any weapon mods at all! Is this feature a skill/level/book dependent?  I cant add anything to weapons or armours.  Please advise

so far the best game ever i can resist to glorify the fun pimps for the hard work and efforts to accomplish this cant wait till alpha 17 tbh trying to be busy to let time flow but jeep video made me very impatience
